Article 4 1 This Protocol shall be open to signature by the member States of the Council of Europe signatories to the Convention, which may express their consent to be bound by: a signature without reservation in respect of ratification, acceptance or approval; b signature with reservation in respect of ratification, acceptance or approval, followed by ratification, acceptance or approval.
Article 5 1 This Protocol shall enter into force one month after the date on which two member States of the Council of Europe, Contracting States to the Convention, have expressed their consent to be bound by this Protocol in accordance with the provisions of Article 4. Article 6 1 After this Protocol has entered into force, any State which acceded to the Convention may accede to this Protocol provided that such State has accepted the provisions of Chapter I of the Convention.
Article 7 1 Any Party may, at any time, denounce this Protocol by means of a notification addressed to the Secretary General of the Council of Europe. Article 8 No reservation may be made in respect of the provisions of this Protocol.
Article 9 The Secretary General of the Council of Europe shall notify the member States of the Council and the governments of any State which has acceded or has been invited to accede to the Convention of: a any signature of this Protocol; b the deposit of any instrument of ratification, acceptance, approval or accession; c any date of entry into force of this Protocol in accordance with Articles 5 and 6 thereof; d any notification received in pursuance of the provisions of Article 7 and the date on which denunciation takes effect.
